The city of St. Paul released a draft Pedestrian Plan in November, its first-ever addendum to the city's Comprehensive Plan to focus specifically on pedestrian safety.

"St. Paul, Minnesota is putting a renewed focus on helping people get around on foot, as the city has released a draft of the city’s first-ever pedestrian plan, [pdf]" reports Rachel Kaufman.
Two of the plan's primary priorities are improving pedestrian safety at street crossings and adding sidewalks. Also included in the top priorities of the plan, according to Kaufman, is a recommendation to encourage "basic, equitable and transparent processes for prioritizing pedestrian improvements."
