Having no alternative, I've gone there - like lots of other people - many times at that hour. You go crazy every time you go there, and I have no idea whether they do this out of nastiness or for some other reason.'... The engineering administration is considered archaic, complicated and even vengeful. Getting a simple permit - for example to build a room on the roof or change the purpose of business premises - can drag on for many months and sometimes years."
