Report: Convert Carpool Lanes To Tolls

Converting the Bay Area's carpool lanes to toll lanes could generate more than $427 million a year for transportation projects and cut congestion.

"The proposal banks on the willingness of drivers to pay to escape congestion. In exchange for a toll, drivers would be granted access to a lane that would be guaranteed to move at the speed limit... To control traffic flow, tolls would rise and fall with congestion levels -- from a minimum of 19 cents a mile to a maximum of 38 cents. Smart-card devices like FasTrak, the electronic toll-collection system used on Bay Area bridges, would collect tolls at freeway speeds."
