President Bush's "Clear Skies" bill stalls in the Senate.

"President Bush's environmental agenda suffered a body blow Wednesday when a Senate committee took a pass on his "Clear Skies" air pollution bill after weeks of arm-twisting.... Advocates of the Bush plan said it would cut power plant emissions by 70 percent. Critics said it would undercut existing laws that require stricter cleanups and would fail to cap carbon dioxide emissions believed to cause global warming."
