This San Diego Union-Tribune editorial calls for comprehensivelegislation to facilitate water transfers within the state. With anagreement between the seven Colorado River states on how much water eachstate should receive, California is going to have to reduce its intakeby 800,000 million acre-feet per year, the editorial states. Intrastatewater transfers are essential in order to accomplish this. However, theLegislative Analyst's Office reported that California's law onintrastate water transfers "lacks clarity and consistency," essentiallycutting off the potential for large-scale water transfers to occur.
