Revealed: A Splashy New Master Plan for Former Civic Arena Site in Pittsburgh

Philip Stevens reports on a new master plan, designed by starchitect firm Bjarke Ingels Group (BIG) along with landscape architecture firm West 8, for a 28-acre site in the Lower Hill district of Pittsburgh.
