A building whose symbolism is so potent, you almost forget it is a building... Operation Phoenix, the rebuilding effort came to be called. It has been blessed by great success. The goal was to get Wedge 1, where the plane hit, back in working order by the anniversary of the attack. Actually, folks started moving back in mid-August. Phoenix has risen."
