"Town centers, they say, are important both symbolically and economically...Most cities and towns south of Boston already have traditional downtowns, which emerged on their own in the 19th century or earlier as populations grew. These downtowns have had economic ups and downs over the years, and many have been targets of revitalization schemes.But some communities have never had traditional downtowns."
