"Many of the proposals include a museum and one or two other cultural institutions, but none include the apartment houses that some planners and local residents say are essential in creating a 24-hour neighborhood. With nearly one out of every five floors of downtown office space vacant and little need for new skyscrapers, advocates suggest that more emphasis should be put on residential and cultural development."
