"The Chicago Central Area Plan, drafted at a cost of $500,000 over the last two years by city officials, consultants and business and civic leaders, is a blueprint designed to shape development and ensure the vitality of the city's core--the 6-square-mile area from Division Street on the north, the Stevenson Expressway on the south, Halsted Street on the west and Lake Michigan on the east--over the next two decades."
