Unlike members of homeowners associations, Milagro residents make their own rules. Decisions, from what kind of plants to grow in their organic garden to how many rooms a house will have, are arrived at by consensus. Residents of the 28 units will own their individual homes but share ownership of the open space, community room and pool. What seems little more than a pastoral scene at the base of the Tucson Mountains is the result of years of effort. When the group purchased the property, it encountered opposition."
