But developing over the Massachusetts Turnpike has been anything but easy, as the urban design community is finding out. In the two years since a master plan for turnpike "air rights" development was published, only one developer, Arthur Winn, has sought permits, with a much-criticized complex that would link the South End and Bay Village. Fear of density is intense, even in the places where the master plan calls for it.
