In an attempt to clean up the streets and alleys of San Francisco, critics say the government violates rights of homeless.

He came from rural Nigeria to study urban planning and landscape architecture. Willie Brown assigned him to clean up the streets and alleys. The business owners praise him for his efforts, but lawyers for the Coalition on Homelessness have sued the city. Mohammad Nuru says that he wants people to walk the streets of San Francisco and "remember them because of their beauty, not their squalor."
