"Congress has ordered that Amtrak either break even in its annual operations by 2003, or face dissolution. The government says Amtrak's cash losses in the first eight months of fiscal 2001 were $21 million more than projected... But a Washington-based group that advocates for limited government says it's time to take steps to privatize Amtrak. The nonprofit Cato Institute, addressing its recommendation to the Amtrak Reform Council, calls for a mandated process of restructuring and liquidation."
