"By targeting the World Trade Center, and the surrounding environs of lower Manhattan, the terrorists attacked, fundamentally, the very essence of the city in this digital age, particularly global ones, like New York. Because they represented intense concentrations of workers, intelligence and infrastructure, the destruction of the Twin Towers, along with other nearby commercial structures, disrupted vital pathways of the city's central nervous system as well as the world financial community. In so doing, the terrorists attempted to unleash the ultimate enemy of urban growth -- fear."
