A study suggests that changes in land use planning will be necessary for California cities to reap the full economic and environmental benefits of HSR.

The study conducted by the San Francisco Planning and Urban Research Association (SPUR) "identifies specific land-use planning strategies that will contribute to the success of HSR and help cities, and ultimately California, realize the full potential of the multi-billion-dollar system."
