S.F. Planners Vs. Feds Over New Federal Building

A "sustainable" building design for a federal office tower in San Francisco is not allowed under current zoning, but local planners have no jurisdiction.

"Jim Chappell, head of the San Francisco Planning and Urban Research Association, called it inappropriate for the area and said he is worried that the large plaza stretching from the main tower to the intersection of Seventh and Mission could attract the criminal problems that have plagued United Nations Plaza, just one block away." Although the Planning commission will review the project, the building is a federal effort, outside the city's control.
