Solnit reports on the "deurbanization" of San Francisco due to the New Economy. Calthorpe and Fulton urge planners to think about the city as part of a "regional pattern. ""[C]ities were born of economic and strategic necessity, formed by movements of capital and labor, not by the artist's brush. Somewhere between the aerial perspective of the regional planners and the view of residents on the ground, the new city will be found, its shape at once different and familiar, formed by no single hand."
