What had been a quick and modestlypriced trip to Fresh Kills is now an up to400- mile trek, a six-day-a-week undertaking that involves an armada of tractor trailers and rail cars running upand down the East Coast, an extra 900 cityworkers and about $200 million a year innew costs to taxpayers.
