"The Seattle Housing Authority is engaged in a major initiative to replace much of the city's worn-out low-income housing and replace it with new neighborhoods. In response to changes in the federal government's role, which gives some local housing authorities more flexibility in building communities, [current projects are] moving away from large concentrations of housing devoted exclusively to low-income residents [and focusing on] vibrant, mixed-income, urban neighborhoods."
