At the same time, housing officials, community leaders and landlords,determined to break Harlem's resolute concentration of poverty, to transforma ghetto into a neighborhood, were recruiting a new type of resident...The years have brought unprecedented economic growth; a startling decreasein crime; the ebb of crack; the remaking of welfare; an influx of immigrants; acity drive to redevelop the housing stock under its control; and the rise ofneighborhood organizations focused on restoration."
