California ranks last nationally in infrastructure spending per capita. Now, in addition to the energy crisis, the state is also facing "strained water supplies, overcrowded airports, jammed freeways, poor schools and costly housing." And with the population jumping out of control, the consequences of the aging infrastructure will seriously affect the population's quality of life.
