"Providing housing for low-income seniors at affordable prices generally requires public funds. Because conventional financing alone will not lower rents enough for low-income residents, providers of senior housing often must access public funds in order to make a project viable. There is well-documented demand for affordable housing for the elderly. The growth in the numbers and the percentage of the overall population of the elderly have been steady since 1900, but between now and 2020, it will be explosive. By 2050, the Census Bureau estimates that one in every five Americans will be aged 65 years or older."
