A study by the Southern California Coastal Water Research Project shows that contamination after a heavy rainstorm is extreme. All five coastal counties registered high bacterial counts. Heal the Bay advocates have been working for a decade to get local governments to solve the problem. But builders and developers have opposed higher standards.
