Los Angeles County suffers one of the worst runoff problems in the nation. And because of lawsuits, rules and standards are getting tougher. Calabasas and Malibu have invested in costly systems, but both have had problems. The solution is deemed to require a behavior modification of Los Angeles County citizens.
