But city leaders said they still want to move two anchor stores. A divided City Council rejected purging Montgomery Ward and Burlington Coat Factory by eminent domain, a government power to take private property for public-interest projects. The council's distaste for taking the property deadlocked with members' desire to reinvent the mall at Beach Boulevard and the San Diego (I-405) Freeway."
