With the fallout of Kelo v. New London, its critical that planners rethink how redevelopment happens, and who it serves.
Too many efforts at redevelopment and revitalization create wholesale resettlement of former residents, often to neighborhoods that are no better than their former locations. This article focuses on "condemnation with a conscience." Examples are included of various redevelopment projects, most involving eminent domain, where existing residents actually benefited from the process. Most of these developers took a holistic approach to community revitalization, providing education and counseling, job training, child care, health care, and other benefits in addition to new or replacement housing.
