A growth control measure in Newport Beach called Measure S, orthe Greenlight Initiative, would require a citywide vote to allowdevelopments which exceed the city's General Plan guidelines over a setamount. Grass-roots supporters behind the initiative assert that decadesof development have made them skeptical of the ability of electedofficials to plan for growth, and their actions have already influenceddevelopers in the city to withdraw and downsize existing projects.Opponents, mostly developers, have raised substantial funds to fight theinitiative, and have countered with a second initiative, Measure T.
