Downtown Spartanburg, South Carolina is finally beginning to reap the benefits of its past downtown development plans.

"There are a lot of similarities between all the plans created for Spartanburg, the biggest being that many of the recommendations they've highlighted have not been brought to fruition.

Each (including the one developed by The Lawrence Group this year) has called for design standards and zoning ordinances that truly will allow the city to control its appearance, but no such laws have even been passed.

At the same time, some of the measures called for in the past three decades finally are coming to fruition, a point Mayor Bill Barnet made this past week."
