After the defeat of a bill by Assemblyman Tom Torlakson,D-Antioch, that would have forced Santa Clara County to pay a "buy-in"to join BART, Bay Area transit leaders are pushing for a equitableregional rail plan that would find support among all players. Without aunified agenda, billions of dollars of federal funds are at stake whenCongress re-authorizes the federal transportation bill. Torlakson's billbrought the idea of equity to the forefront, as Antioch and Livermorehave been paying BART taxes for 40 years and have yet to see a railextension. However, lawmakers opposing the bill stated that the projectis a BART issue and should be left to local officials to resolve.
