Growth and transportation issues will be the focus of a new regionalgovernmentaal agency proposed by San Diego area officials. The shape of thenew agency will be developed by a Regional Government Efficiency Commissionwith members from local governments, transit authorities and appointees of theGovernor. Critics of the plan believe the agency would be dominated by SanDiego's interests and see "huge potential to have back-room deals."
