President Bush's plans to celebrate Earth Day at Great Smoky Mountains National Park were changed due to bad weather.

Mr. Bush encouraged people to help the environment through volunteer programs, and said he was dedicated to aggressive environmental policies that did not impose unreasonable economic costs."
