The California Energy Commission issued its first statusreport for a proposed expansion of Contra Costa Power Plant just east ofAntioch, stating that air quality and public health are the mostimportant issues identified so far. In order to proceed with theexpansion, the plant would need to obtain emission credits from a nearbyarea to offset the added pollution. Emission credits come from othercompanies that have reduced pollution and are sold through the airmanagement district in efforts to ensure a net reduction in air pollution. Energy officials state that Gov. Gray Davis' Executive Orderissued last Wednesday may result in better coordination in the reviewprocess to quicken project approval.
