The U.S. Environmental Protection Agency and State Water Resources Control Board launched an ambitious new strategy to deal with one of the thorniest water pollution problems today -- the pervasive runoff from farms, city streets, dairies, and golf courses. The plan is unprecedented in linking federal requirements to address inland runoff and coastal protection to tackle the largest source of water pollution in the state.
