Proponents and opponents of the $100 million entertainment complex--consisting of an 18-acre mix of restaurants, theaters and stores--debated all day on Thursday about the legality of this project under the Tidelands Trust Agreement. Backers say that it will create a world-class urban waterfront. Critics say that the project violates state law because it is not a harbor- or ocean-related use.
