San Joaquin farming town hedges future on theme park and European villages despite warnings that plan is doomed.
A decade ago, South African architect Norman Jarrett came to this town off of Interstate 5 and dazzled residents with a plan for for "Califia" -- an grand entertainment Mecca on their own Delta island. Plans include four world-class theme parks, three golf courses, 8,500 homes in European-style villages, a sports arena, cultural arts center, shopping malls and offices. The Sierra Club has already sued, and other critics are preparing similar actions.
