Thirty-six states have approved Segway use on public sidewalk.

"Operating at speeds up to 12.5 mph, Segways have been approved for use on sidewalks by 36 states. Owners brag about their ease of operation, lack of pollution and smooth, quiet ride. The vehicle gets high marks as a sporty, futuristic alternative to the automobile...But on the nation's increasingly congested sidewalks, the Segway gets mixed reviews from pedestrians already jockeying for space with in-line skaters, skateboarders, bicyclists and dog walkers."
