Jacksonville Florida is no stranger to plans that embrace wholesale destruction of urban neighborhoods. In that context, its latest resiliency plan isn't surprising. The South Shores neighborhood has slowly disappeared due to highway encroachment, and now the nearly century old neighborhood may be completely wiped off the map as the city seeks ways to fight flooding issues in the wealthier San Marco neighborhood.
