"Over the last three months, a team that included some of the world's most accomplished architects began doing what architects rarely do with one another collaborating. Initially, the group focused its attention on ground zero. But it quickly decided not to limit its thinking. It saw that this was a historic opportunity to construct a far-ranging scheme for all of Lower Manhattan. Painstakingly, a plan was conceived."
