Toll Roads In So. CA Hold Drivers Hostage

A noncompete clause says that Caltrans cannot build or improve roads if it would reduce customers on pay-as-you-go roads.

These Orange County toll roads will not become public until 2030. By that time, gridlock will be in full bloom. Until then, the state is prevented from making freeway improvements to accomodate motorists. This may affect the proposed airport at El Toro. Orange and Riverside Counties have sued Caltrans over their agreement with the owners of the tollways, alledging that the state violated public trust. These agreements were made when CA did not have the funds to build sufficient roads.
