If Atlanta's downtown is be revitalized, it must include affordable housing. However, local government must be clear about what affordable means.

"Whether in this real estate cycle or the next, someone will be willing to develop housing there --- even with the affordability requirement. But the city must get clear on what it means by affordable and should be prepared to be flexible on the proportion. This is one of the most expensive pieces of land in the city, and so it presents special challenges. Not insurmountable ones: Clever jurisdictions throughout the country have developed a range of techniques for making these deals work."
