In order to better understand sprawl, the report examines three perspectives from: (1) the Sierra Club -- a trends approach; (2) Denver -- a land use planning approach; and (3) Fannie Mae Foundation -- a physical dimensions approach. Atlanta scores highest (worst) on two of the three. "The one thing the three studies all have in common is that sprawl is 'a pattern of land use.'"
