The City of Malibu is requesting written proposals for the preparation of an Environmental Impact Report (EIR) for Tentative Tract Map and related residential development located at 24120 Pacific Coast Highway (APN 4458-018-019).
Requirements
The Environmental Impact Report (EIR) shall meet all of the requirements set forth in the California Environmental Quality Act (CEQA) (Public Resources Code 21000 et seq.) and the State CEQA Guidelines (California Code Regulations, Section 15000 et seq.).
The EIR must analyze additional project-specific significant environmental effects not addressed in the General Plan Master EIR and any new mitigation measures or alternatives not included in the Master EIR. The EIR shall address all CEQA issue areas.
Identified impacts shall be designed as significant or insignificant pursuant to the criteria of CEQA and the State CEQA Guidelines. Indirect or secondary impacts of the project shall also be discussed and mitigation measures recommended. Mitigation measures should be described in detail and should be specific to the project. Two types of mitigation measures should be recommended: 1) measures addressing impacts related to primary impacts; and 2) measures addressing impacts related to secondary impacts associated with the proposed project.

Pre-Submittal Site Visit: May 21, 2008 at 10:00 a.m. PST
Proposal Submittal Deadline: June 11, 2008 / 5:00 p.m. PST
Oral Interviews: June 16, 2008
City Council Approves Contract: July 14, 2008
