City Of Celina, TX Announces An RFP For The Update Of The City's Comprehensive Plan

The Comprehensive Plan will include but may not be limited to the following Project Tasks:
• Overall and Existing Information Review
• Data Collection and Analysis
• Needs Assessment
• Citizen Participation
• Goals and Objectives
• Future Land Use Plan
• Thoroughfare Plan
• Vision and plan for the future North Dallas Tollway corridor and the East/West Tollway corridor.
• Economic Development and Redevelopment
• Parks and Recreation Open Space Master Plan.
• Urban Design
• Historic Preservation
• Community Facilities and Services
• Annexation Schedule
• Implementation
Celina's most recent comprehensive plan was adopted in 2001. A Future Land Use Map and Thoroughfare Plan were also adopted at that time. An update to the comprehensive plan would address new concerns such as historic preservation, economic development and the future extension of both North Texas Dallas Tollway and the East/West toll road through the city.
The tentative schedule for the selection of a consultant for this project is as follows:
•Release RFP to Vendors: September 21, 2007
•Deadline for questions and inquiries: October 4, 2007
•Proposal Submission Deadline: October 22, 2007
•Consultant Interviews: Week of November 15, 2007
•Earliest Award by City: December 10, 2007 (A special Council session may be held depending on the number of submittals received.)
•Council adoption of new plan: December, 2008
