LOS ANGELES – The Los Angeles County Department of Regional Planning has released the Draft Preliminary General Plan for public review. The primary objective of the General Plan update is to provide the County with a progressive "vision" for land use decisions and development for the next 20 years. Bruce McClendon, Director of Regional Planning for Los Angeles County, said, "First and foremost, the General Plan's greatest value is as a tool for education and communication." The Department of Planning has worked hard to ensure that the General Plan provides goals and policies that benefit all of the unincorporated communities in the County, and also facilitates effective and successful planning.
"The release and distribution of this draft General Plan is but the first of several steps that must be taken in order to create a plan that will make it possible for the community and the Board of Supervisors to resolve challenging planning issues in a way that respects community values and inspires our citizens to work together to achieve agreed upon goals and policies."
The Draft Preliminary General Plan is the culmination of a comprehensive development process that has incorporated community outreach, public participation, field work, and policy analysis. The General Plan is composed of mandatory elements including land use, circulation, conservation/open space, noise, safety, and two optional elements, public services and facilities, and economic development.
The General Plan Development Section is currently accepting comments on the Draft Preliminary General Plan, and County residents will again have a chance to comment on the Plan when it is presented to the Regional Planning Commission in late 2007. Said McClendon, "The ultimate success of the General Plan will depend upon its widespread distribution, meaningful public participation and involvement, and its eventual ownership by the Board of Supervisors."
