Comprehensive Harbor District Program Analysis And Market Feasibility Study RFP

The emerging Harbor District is envisioned to become one of the world's greatest historic, cultural and recreation destinations; a network of open spaces and recreational activities connected by water. Situated in the upper portion of New York Harbor, it is comprised of nine "sites," each with a different legal form and governing authority, including Brooklyn's Atlantic Basin, The Battery/Castle Clinton National Monument, Battery Park City, Brooklyn Bridge Park, East River Waterfront, Governors Island, Hudson River Park, Statue of Liberty National Monument and Ellis Island, and Liberty State Park (NJ). To date the various sites have proceeded independently in their planning, operations, and marketing efforts. A new effort is underway to establish and promote a unified identity for the Harbor District that maximizes the District's appeal to New York City's over 20 million metropolitan residents and 45 million annual visitors, while encouraging coordinated programming, transportation, and sharing of best practices. NYCEDC is seeking a consultant team to undertake a comprehensive programming, land use and transportation analysis and market feasibility study for the Harbor District.
NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee.
