BRIEF PROJECT DESCRIPTION
In a joint private-public partnership with the Fairbanks North Star Borough Planning Department, the Downtown Association of Fairbanks is seeking proposals from qualified consultant teams to develop a Comprehensive Urban Design/Economic Development Plan and Land Use Regulations Revision for downtown Fairbanks, Alaska that will incorporate smart growth principles and winter city (sub-arctic) design concepts.
BACKGROUND
Fairbanks, the second largest city in Alaska with a population of 31,324, is located in Interior Alaska 125 miles south of the Arctic Circle. The city is located within the Fairbanks North Star Borough. In 2005, its borough population was estimated to be 87,650 with population within the actual downtown plan area estimated to be 5,231. The city serves as the hub for the Interior of Alaska.
Today downtown Fairbanks is at a critical juncture. A new generation of public improvements is planned and yet the core downtown area faces urban sprawl as new retail facilities are developed in the areas outside of the immediate downtown area. The creation of a viable and vibrant sub-arctic city downtown core, with mixed-use residential and commercial development, is central to achieving a new community vision.
