RFP for Master Developer of Mission, KS Rock Creek/Downtown Mixed-Use Redevelopment

The City of Mission is issuing a Request for Proposals (RFP) to seek a preferred master developer for the implementation of the Mission/Rock Creek Redevelopment Master Plan.

The Redevelopment Area currently comprises approximately 42 acres of land in Northeast Johnson County, Kansas, located less than 3 miles from Kansas City's Country Club Plaza. The area was mostly developed over 50 years ago in the heart of the downtown of this inner-ring suburb of the Kansas City metropolitan area. A large percentage of the properties within this area are currently within the boundaries of the regulatory flood plain of Rock Creek, a factor which has led to depressed property values and underutilized land. The City is currently in initial design stages for a channel improvement project to remove the area from the 100-year (1% probability) flood plain. The funding for this improvement project requires creative and progressive action by the City, which includes redevelopment of impacted areas. As part of this project, the City has already purchased a number of properties in direct proximity of future construction. Most or all of this property is expected to be available for redevelopment upon project completion.

The City has recently completed a redevelopment master plan entitled the Mission/Rock Creek Redevelopment Master Plan. This mixed-use development plan has established a blueprint for improvements of the site and streetscape improvements on private and public property within the project area. If feasible, the City would now like to explore the implementation of the mixed-use, urban-style redevelopment project with retail, office, medium density housing, and embedded parking structures.

The City is also in the process of creating a Tax Increment Financing Redevelopment District around this and adjacent redevelopment areas to assist in financing the Rock Creek flood control improvements and spur redevelopment in the area.
