City of Enid, Oklahoma Seeking Consultant for Neighborhood Revitalization Effort

PROJECT DESCRIPTION:
The City of Enid, Oklahoma is seeking written proposals for the services of a qualified planner to provide pertinent services needed to create revitalization and improvement in the Southern Heights/East Park Addition, which is designated as a Neighborhood Revitalization Strategy Area (NRSA) by the Department of Housing and Urban Development (HUD). The plans are to be created with the requirements of HUD, the City of Enid, and the City's Five-Year Consolidated Plan.
The project will be mainly funded through Community Development Block Grant (CDBG) funds and will have an estimated project budget of $500,000. The work will include providing plans, specifications, cost estimates and bidding documents for the NRSA.
QUALIFICATIONS:
The planner must have a minimum of five (5) years experience in city planning or must have a supervisor that meets this requirement.
SCOPE OF SERVICES:
1. Develop plans and specifications detailing the implementation of actions to achieve noticeable improvement in the NRSA. In addition to items identified by the planner and residents, plans will address the following goals:
a. Enhance the quality of Southern Heights/East Park pedestrians including pedestrian streetscape, crosswalks, and pathways.
b. Improve existing parks and natural areas.
c. Develop a comprehensive plan for mixed-use properties with commercial, residential and civic uses within the NRSA.
2. Establish a project schedule for design and implementation.
3. Conduct community meetings with the Southern Heights/East Park Revitalization Committee.
