Lancaster County, Pennsylvania has released an RFP for consulting services relative to the development, public participation process, and adoption of a visionary, user-friendly, and effective Update to the Growth Management Element of the County's Comprehensive Plan. The RFP release date is June 16th and the due date for proposals is July 19, 2004, 5:00 PM (EST).

The County's commitment to smart growth has been demonstrated by long-standing growth management policies that have promoted the preservation of agricultural land and the sustainability of urban centers. That commitment remains strong as Lancaster prepares for the challenges and opportunities that will occur with new growth over the next 25 years. Accordingly, this Update must include, among other components, policies and strategies that promotes: (1) redevelopment and sustainability of urban centers; 2) viable rural communities and a viable and sustainable rural economy; 3) a wastewater disposal policy that compliments the rural strategy; (4) continued economic diversity and growth for the County as a whole; and (5) a Smart Growth Tool Box.

The Update must reflect creativity and innovation in its approach to the County's growth-related challenges and opportunities, and it must be based on a strong public participation process that will facilitate support and implementation of the policies and strategies contained within it.
